Summary:

The National Field Response (NFR) team takes the ASPCA's commitment to animals to the very doorsteps where help is needed. The team travels from coast to coast responding to requests from law enforcement and animal welfare professionals with the primary goal of removing animals from crisis situations created by natural disasters, animal abuse, hoarding or neglect.

Under the leadership of the Director, Field Operations, the Manager, Animal Rescue Technician will provide technical leadership to animal rescue and removal operations in the field to ensure that all operations are conducted in a humane and safe manner consistent with industry best practices and ASPCA protocols. This will include developing opportunities for advanced training certificates and ensuring that the team has skilled staff and responders capable of conducting safe and humane animal removal and a variety of technical rescue missions. 

The Manager, Animal Rescue Technician will be based in a remote office and will focus on developing training opportunities for rescue and removal to ensure that the staff and responder base consists of highly skilled technical rescue technicians, maintaining the proper training and credentialing for the roles assigned. The position will also provide leadership during natural and man-made disasters, and cruelty operations as part of the field team and will support the planning of field operations as needed.  

This remote-based position is open to all candidates based within the United States.

Responsibilities:

Responsibilities will include, but are not limited to:

Field Response (35%):

  • Provide support on the field planning for all ASPCA National Criminal/Cruelty cases and ASPCA Disaster Response operations
  • Work in partnership with NFR Branches, Legal Advocacy and Investigations, Behavior Sciences, Forensic Sciences, Animal Relocation and the Cruelty Recovery Center to plan and execute collaborative field response efforts
  • Work with the Director, Field Operations to identify pre-response technical rescue technicians 
  • Provide leadership to technical animal rescue and removal operations for all field operations
  • Develop strategies, including training opportunities to ensure the team has skilled staff and responders capable of conducting safe and humane animal removal and a variety of technical rescue missions
  • Ensure that all animal removal missions are conducted in a humane and safe manner consistent with industry best practices and ASPCA protocols
  • Provide leadership during natural and man-made disasters as part of the field team and support the planning of field operations as needed
  • Contribute to preparation and presentation of operational briefings
  • Provide daily updates for situation reports, summaries, narrative statements and analyses of events, after action reports, and team debriefs; and
  • Implement current best practices and Standard Operating Procedures used to increase and enhance our field response capabilities
  • Work with the Policy, Response, and Engagement Department leads in the development and coordination of comprehensive Incident Action Plans prior to and during all responses.
  • Work with the field operations,  planning and disaster branches to expand the team’s capabilities through collaboration and capacity building
  • Provide leadership and project management for the required technical aspects that support the department in planning for, responding to, and in the aftermath of a natural disaster or cruelty case

Resource Management (25%):

  • Develop and execute responder and partner outreach strategies to recruit qualified and available technical rescue responders
  • Assist in managing recruitment, onboarding and engagement for National Field Response technical rescue partners and responders
  • Develop and manage communications with field responders before, during, and in between responses, including orientations, training and online content
  • Collaborate with department and division team leads to identify and prioritize scheduling needs
  • Support in coordinating a large number of responders across various operations and locations, including flights, lodging, roles, ground transportation and meal options

Training (25%):

  • Develop an annual training calendar to align with and achieve ASPCA training priorities
  • Identify technical rescue training opportunities for field team staff and responders 
  • Participate in strategic training workshops and webinars to advance local knowledge base of large-scale operations and field response topics
  • Actively market ASPCA response resources
  • Provide leadership and represent the ASPCA at professional meetings, conferences, and trainings

Administration (15%):

  • Develop and implement annual professional development plans 
  • Ensure quality and timeline requirements for field responses and assigned projects are met or exceeded
  • Attend professional development trainings and conferences to further the work of the National Field Response team and the ASPCA
  • Provide metrics to the Director, Field Operations for the monthly report including field deployment, training and recruitment data. 
  • Operate in alignment with our Core Values of commitment, ownership, team, elevate, and impact
  • Mentor newly trained staff and responders, when appropriate, and conduct workshops or give lectures to animal welfare professionals, in effort to expand knowledge of ASPCA response capabilities and field operation protocols
  • Assist in the development and annual updating of Standard Operating Guidelines for response activities which allow our responses to be more effective

Qualifications:

Ability to build collaborative relationships and work collaboratively with internal and external partners, Ability to work under pressure in a fast-paced environment, Advanced animal handling during field operations, Bilingual (fluent in English and Spanish) preferred but not required, Exceptional communication and organizational skills, Experience pulling together diverse staff with varying skills and credentials to accomplish a task, Must be able to lift up to 100 pounds with assistance, Must be able to work weekends and evenings and holidays, as required and extensive travel up to 40 percent required, Must be able to work weekends and evenings as required. Long hours may be required due to the unpredictable nature of disaster and field work, Must demonstrate professionalism, particularly while under pressure, Must have comfort pulling large trailers and driving long distances, Must have strong influencing skills, Must maintain documentation of current training and/or certification in swift and slack water rescue, wildland fire rescue, technical rope rescue, equine handling, ICS, low stress handling and others as identified, Must possess strong interpersonal skills, as well as verbal and written communication skills, Must provide a valid driver’s license upon hire and pass a motor vehicle history check demonstrating a safe driving history. As part of the driving requirements of this role, must also pass a Department of Transportation Medical Exam, Must speak fluent English. Bilingualism (fluent in English and Spanish) preferred but not required, Proficiency in administrative and computer skills, Strong attention to detail and organizational skills, Strong knowledge of animal welfare and large-scale response issues, Strong presentation skills, Working knowledge of and ability to assimilate and teach the principles of emergency field response management, Incident Command System (ICS) and the National Management System (NIMS), Working knowledge of local, regional, state and federal emergency management systems and community disaster preparedness
